Every person who deals, plays, carries on, opens or causes to be opened, or who conducts
either as a player, owner or employee, whether for hire or not, any gaming and gambling,
as that term is defined in Section 9.20.020, for money, checks, credit or other representative of value, in any public place
or place open to the public, is guilty of a misdemeanor.
