The bidding procedure specified in this chapter shall be required for all contracts
of $25,000 or more for supplies, materials, labor or other valuable consideration,
to be furnished to the city, except for contracts otherwise excluded from competitive
bidding requirements by the city council; or by a provision of the city Charter or
state law. Where not otherwise provided by this chapter, the city manager shall establish
procedures for bid openings and for the preparation and execution of bids, purchase
orders and contracts.
