Use of a substandard lot.
A legally created substandard lot may be granted the land use permit required by Article 2 for a use allowed by the applicable zoning district without needing a Variance for
lot width or area. The development of an illegally created lot is prohibited.

Limitation on Variances for lots of less than 5,000 square feet.
If new construction, or an addition to a structure on a lot less than 5,000 square
feet, cannot meet the development standards of the applicable zoning district and
requires a Variance, the size of the lot may not be used as the sole basis for granting
a Variance.
