§ 12.28.040. Authority of board of directors.
Whenever in the opinion of the board of directors of the city the public interest or convenience may require, the board of directors may, under the provisions of this chapter and in the manner and with the effect herein provided, order the whole or any portion or portions either in length or width of any 1 or more of the streets, avenues, lanes, alleys, courts, places, public ways of the city, or property, or rights-of-way owned by the city, to be improved or to have constructed therein either singly or in any combination thereof, any improvement as above defined.
