When the work of restoration is completed the person controlling, managing or operating
such wires, shall render an itemized statement of the actual cost of the work. The
actual cost may be deducted from the amount of the deposit and the balance, if any,
shall be returned to the person making the deposit. The estimated cost of the work
shall not be conclusive, and in case the deposit made is insufficient to cover the
cost of removal and restoration, the person controlling, managing or operating such
wires may recover the difference between the actual expense incurred in completing
such work of removal and restoration, and the amount of the deposit from the person
or persons whose acts have made such work necessary.
