§ 12.15.020. Decorative banners—Permit required.

  • Notwithstanding any provision of this code to the contrary, it is lawful for any person, upon obtaining a permit from the city manager, issued in the manner and under the conditions hereinafter provided, to erect, construct and maintain upon the public sidewalks, streets and other public places of the city, so as not to interfere with traffic or the safety of persons and property, and in such manner as the city manager shall determine, decorative flags, emblems, banners, bunting, shrubbery and other similar devices, when such decorative devices are erected, constructed and maintained by the direction of and with the consent of the persons producing in the city a festival, spectacle or other similar events of a general civic and public nature, and when such decorative devices are erected, constructed and maintained in conjunction with and pertain to such festival, spectacle or other civic event.
