§ 10.45.210. West Gateway parking meter zone.

    The West Gateway parking meter zone is described as follows:

    That certain area of the city of Pasadena, county of Los Angeles, state of California, bounded by the following described line:

     Beginning at the intersection of the northerly line of Colorado Boulevard, a public street, 98.00 feet in width, in the city of Pasadena, county of Los Angeles, state of California, with the westerly line of St. John Avenue, a public street, 62 feet in width, extending northerly of said Colorado Boulevard; said point of intersection being designated as Point 'A' for the purposes of this description; thence along the northerly line of said Colorado Boulevard South 89°36′23" West, 500.00 feet to the northerly prolongation of the westerly line of Terrace Drive, a City street, 50.00 feet in width; thence along last said northerly prolongation South 0°23′37" East, 50.00 feet to the intersection with the center line of said Colorado Boulevard; thence along said center line North 89°36′23" East, 500.00 feet and North 0°23′37" West 50.00 feet to said Point 'A' as described hereinbefore;

     Also, that portion of said St. John Avenue, extending northerly of Colorado Boulevard, being described as follows:

     Beginning at said Point 'A'; thence along the westerly line of said St. John Avenue North 0°31′10" West, 523.09 feet to the beginning of a tangent curve, concave to the west having a radius of 1,175.00 feet; thence northerly along said curve, through a central angle of 9°59′39", an arc length of 204.96 feet; thence tangent to said curve North 10°30′49" West, 594.16 feet to the beginning of a tangent curve, concave to the southwest, having a radius of 17.00 feet; thence leaving the westerly line of said St. John Avenue North 78°29′11" East, 25.00 feet to the center line of said St. John Avenue, thence along said center line North 10°30′49" West, 8.84 feet and leaving said center line North 79°29′11" East, 25.00 feet to a point on the east property line of said St. John Avenue, being 50.00 feet in width; thence southerly along said east line South 10°30′49" East, 614.53 feet (plus or minus) to the beginning of a tangent curve, concave to the west, having a radius of 1,225.00 feet; thence southerly along said curve, through a central angle of 9°59′39", an arc length of 213.68 feet; thence southerly along the easterly line of St. John Avenue, being 52.00 feet in width, 206.29 feet to the northerly line of Union Street; thence southerly and crossing said Union Street South 8°32′12" East, 71.70 feet (plus or minus) to a point on the easterly property line of said St. John Avenue, being 62.00 feet in width from the south line of Union Street to the north line of Colorado Boulevard; thence continuing southerly along the easterly line of said St. John Avenue, South 0°31′10" East, 231.50 feet, and crossing said St. John Avenue, South 89°36′23" West, 62.00 feet to said Point 'A.'

    Said West Gateway Parking Meter Zone is shown on city of Pasadena, Public Works and Transportation Department Drawing No. 5018 on file in the office of said public works and transportation department of said city of Pasadena.

    B.

    Except as provided in subsection D of this section, the parking meter rate in this district shall be $1.25 for each sixty minutes.

    C.

    The parking meter rate shall be $.00 for vehicles lawfully displaying a no-fee placard, in a manner consistent with any limitations imposed upon the use of such placard, issued pursuant to Section 10.45.027 of this code.

    D.

    The parking meter rate shall be $0.75 for each sixty minutes for those parking meters located within the boundary areas of the special West Gateway Parking Meter Zone which is as follows:

    That certain area of the city of Pasadena, county of Los Angeles, state of California, bounded by the following described line:

    That portion of said St. John Avenue, extending northerly of Colorado Boulevard, being described as follows:
